Reduce Fees for Business Filings​

Historically, during times of economic hardship brought on by events such as a global pandemic, new business registrations increase. This bill would allow Colorado small business owners to receive a credit against the filing fees which could be for new business registrations and annual business renewals to reduce the cost on our small business owners. Wildfire Mitigation Incentives for Local Governments ​

This bill establishes the wildfire mitigation incentives for local government grant program to provide state funding assistance in the form of grant awards to local governments. These grants can help support projects that promote, but are not limited to, fuel breaks, forest thinning, a reduction in the amount or extent of fuels contributing to wildfires, outreach and education efforts. Wildfire Mitigation and Recovery​

After countless devastating wildfires that have occurred in Colorado, this bill creates the wildfire mitigation and recovery grant program in the Colorado state forest service. This bill works to help counties with forested areas prevent and recover from wildfire incidents and ensure that such efforts are undertaken in a manner that reduces the amount of carbon that enters the atmosphere.

In expending grant money, a county, to the extent practicable, shall ensure that biomass that is removed from forests is recycled or disposed of in a manner that reduces the amount of carbon that enters the atmosphere. More information on this bill can be found here.

Waste Diversion and Circular Economy Development Center​

This bill creates the circular economy development center in the department of public health and environment to grow existing markets; create new markets; and provide necessary infrastructure, logistics, and marketing to create a sustainable circular economy for recycled commodities in Colorado. The bill removes limitations such as, if the board awards a grant to a waste hauler or landfill owner or operator for infrastructure or equipment, the grantee is ineligible to receive a grant for the following 5 years. Current law sets the board of directors of the enterprise from allocating more than 20% of the annual fund revenue in any single grant award. The bill raises this maximum to 50%. Perfluoroalkyl And Polyfluoroalkyl Chemicals​

PFAS are dangerous cancer causing chemicals that have a long half life, meaning they never leave our soil, water, bodies etc. Currently these chemicals can be found anywhere from household products to our drinking water. These chemicals can also cause kidney disease and other serious illnesses This bill will aim to reduce PFAS pollution in Colorado by calling for additional assessments and regulation on the use of PFAS. It bans the introduction of new products containing PFAS into the state of Colorado. Click here for more information on this bill.

Extended Producer Responsibility Program for Recycling​

This bill does a number of things to improve our recycling system and reduce waste statewide:

  • ​Creates a PRO made up of producers and experts who will fund community recycling programs 

  • Moves the financial burden of recycling away from local govs and consumers and onto producers

  • More raw materials will become available for producers as recycling increases under this program 

  • Aims to increase Colorado’s low 15%  recycling rate

  • Will introduce recycling into several rural communities and apartments/condos where recycling programs didn’t already exist.

Increase Wildfire Mitigation Outreach Efforts​

This bill establishes a state grant program that provides funding to local governments that dedicate resources for wildfire mitigation purposes. The grant program is established to provide state funding assistance in the form of grant awards to local governments to match revenue raised by such governments from a dedicated revenue source that is intended to be used for forest management or wildfire mitigation efforts at the local level. Behavioral Healthcare Workforce ​

The bill requires the behavioral health administration (BHA) in the department of to create and implement a behavioral health-care provider workforce plan. The plan is required to:

  • Include recruitment methods to increase and diversify the behavioral health-care provider workforce;

  • Require the BHA to partner with the department of higher education to better prepare the future behavioral health-care provider workforce for public sector service, to develop paid job shadowing and internship opportunities, and to develop partnerships with learning facilities and training centers

  • Require the BHA to expand the peer support professional workforce

  • Allocates millions of dollars to the BHA to aide these efforts.

SB22-187

Supporting Recovery Programs for Those Who Wander​

This bill grants state assistance to programs that assist in attempting to locate persons who wander, and, in connection therewith, restructuring a grant program that assists local governments or their designees in locating persons with medical conditions, such as Alzheimer's disease and related dementias, autism, brain injury, or developmental, cognitive, neurological, or chromosomal disorders that may cause them to wander.
